Are HMO Properties Treated Differently for EICR?

Houses in Multiple Occupation (HMOs) fall under stricter regulations than standard rental properties—especially when it comes to safety. If you own or manage an HMO, understanding your responsibilities around electrical inspections, fire alarms, and emergency lighting is essential.

Do HMOs Need an EICR?

Yes. All HMOs must have a valid Electrical Installation Condition Report (EICR) every 5 years, in line with the Electrical Safety Standards in the Private Rented Sector (England) Regulations 2020. This applies to both licensed and non-licensed HMOs.

The report must be issued by a qualified, competent electrician and provided to the local authority upon request—or during licence application or renewal.

Fire Alarm and Emergency Lighting Testing Is Also Required

Alongside the EICR, HMO landlords are legally required to ensure the property’s fire alarm system and emergency lighting are tested at least once every 12 months.

  • Fire Alarm System: Annual testing to BS 5839 standards
  • Emergency Lighting: Annual inspection to BS 5266 standards

These are not covered by the EICR and must be carried out separately by a competent person. Without these documents, your HMO licence application may be delayed or rejected.
