Do You Need a Certified Electrician for Your EICR?

Not all electricians are qualified to issue an Electrical Installation Condition Report (EICR). As a landlord, using the wrong person can invalidate your legal obligations and put your property—and your tenants—at risk. So, who exactly can issue an EICR in the UK?

Can Any Electrician Do an EICR?

No. While many electricians carry out repairs or installations, only those who are specifically qualified and competent under the 18th Edition Wiring Regulations (BS 7671) can legally carry out EICRs for rental properties.

Under UK law, landlords must use a “qualified and competent person” for EICR testing. That means the electrician should:

  • Hold relevant qualifications (e.g. City & Guilds 2391 or equivalent)
  • Be familiar with periodic inspection and testing
  • Be registered with a recognised scheme like NICEIC, NAPIT or ELECSA
  • Issue a formal EICR report that includes classification codes

Why Certification Matters

If your EICR is ever called into question—by a letting agent, insurer or council—your choice of electrician will be scrutinised. An unqualified or “off-the-books” EICR could result in:

  • Enforcement action from the local authority
  • Invalidated insurance claims
  • Fines up to £30,000 for non-compliance

Choosing a certified provider gives you full peace of mind that your report is valid, accurate and defensible.

How to Check If an Electrician Is Qualified

You should ask your electrician for:

  • Proof of registration with a Competent Persons Scheme (CPS)
  • Insurance documentation
  • Copies of qualifications (e.g. Level 3 inspection & testing)
  • Example EICRs if needed

What to Expect from a Proper EICR

A qualified EICR provider should:

  • Spend 1–2 hours inspecting fixed wiring and circuits

  • Provide a detailed report with C1, C2, or FI codes
  • Recommend remedial action if needed
