In 2025, many landlords across England will hit a critical milestone: the 5-year renewal date for their Electrical Installation Condition Report (EICR). If your last inspection was carried out in 2020—when the regulations were introduced—it’s time to act.

What Do the Regulations Say?
Since 1 April 2021, it has been a legal requirement for all privately rented homes in England to have an EICR carried out by a qualified and competent electrician at least every 5 years. This law came into force under the Electrical Safety Standards in the Private Rented Sector (England) Regulations 2020.
Landlords must ensure that:
- A valid EICR is in place at the start of each tenancy
- Inspections are repeated at least every 5 years
- Copies of the report are provided to tenants and local authorities when requested
- Any required remedial work is completed within 28 days (or sooner if stated)
What Happens in 2025?
Most landlords received their first EICR between 2020 and early 2021. This means the 5-year inspection cycle is now due—2025 will be a critical compliance year across the country.
If you don’t book and complete a new EICR before your current one expires, you’re in breach of the regulations and risk enforcement action.

Who Enforces the Law?
Local councils are responsible for enforcing EICR regulations. If they request a copy of your report, you must provide it within 7 days. If remedial works are ordered, they must be carried out within 28 days—or sooner if the report recommends it.
Councils can serve remedial notices and even carry out emergency work themselves—billing the landlord for the cost. You could also be fined up to £30,000 per breach.

Does This Apply to All Landlords?
The EICR regulations apply to all landlords in the private rented sector in England, with a few exceptions:
- Social housing is exempt
- Long leases over 7 years are excluded
- Lodgers in the landlord’s own home are not covered
HMOs (houses in multiple occupation) are fully covered and must also comply with licensing requirements.
